  • Setting up of Medical Colleges and Upgradation of District Hospitals in Karnataka under PPP Framework Final Feasibility Report Vijayapura District Hospital: August 2025 – Submitted to DME by iDeCK
    • The 11 locations are Bengaluru Rural, Kolar, Davanagere, Chitradurga, Tumakuru, Dakshina Kannada, Udupi, Ramanagara, Bagalkot, Vijayapura and Hosapet district headquarters. In the first phase, GoK envisages implementation of the proposed initiative in five districts, namely Udupi, Davanagere, Kolar, Bangalore Urban and Vijayapura. 
    • This one summarises both NITI Aayog RFP and Model Concession Agreement and spells out free and paid. Including free patients – diagnostics will be at CGHS rates
    • Requirements of medical college – beds, departments, staffing, land etc. 
    • Assessment of Vijayapura District Hospital for Conversion to Teaching Hospital
      • Bed strength, plan of augmentation etc
      • Staff not having teaching capacities – so they maybe withdrawn and put to other govt facilities and concessionaire will have to hire new teaching faculty. (as opposed to the DME agreement document – where they are retained by the authority)
      • Provided 5 options of various arrangements of PPP – with control in private vs govt, staff by private vs govt, new medical college vs existing medical college, etc. Option 5 is recommended by the report – which is government O&M, govt invests in land, private has financial and admin control, hospital and medical college will be handed back to authority after concession period – it can be government medical college or another concessionnaire brought.

Regarding 2025-26 – year budget para 154 – announced PPP model medical college in Kolar

  • 21/07/2025 – Concept note for Kolar Medical college PPP – was prepared by Directorate of Medical Education and shared over email. 450 crore for medical college establishment and augmentation of district hospital, district hospital – 14.3 acres, need to identify 10 acre land for medical college establishment. Overall it looks feasible to take up this project but confirmation can happen only with detailed report.
    • 25.07.2025 “Who has to aquire 10 acres is not clear in the concept note submitted by Medical education Dept.Medical education Dept may be asked to clearly decide on the who should provide and who should bear cost of acquisition.
    • Agreed to approve in principle
  • Concept note for Upgradation of Kolar District Hospital and Development of Medical Colleges on Public Private Partnership Model – includes – Hospital area, department details, 
  • Letter dated 5/8/2025 by IDD director to directorial of Medical education – since agreed in principle on 25th July, need to do the process of getting the land transferred from concerned department for the PPP
  • 22/07/2025- letter by Medical education department to IDD – stating Bagalkot will be Rjiv Gandhi medical college and PPP will not be taken forward. Requesting – the land – survey no: 19 – Ekambahalli village, Kasaba Hobli, Kolar Taluk 22 acre and 20 gunte to transfer to Directorate of Medical Education – requested to DC of Kolar. 
  • Other department PPP projects are listed in IDD meeting minutes 
  • Kodagu – medical college and research institute – Cardiac unit will be started in PPP
  • About Bangalore transport, tunnel road
  • No further entries on Kolar medical college PPP – maybe a separate file has been opened for the recent DPR announced.
